So I'm unsure if this would be a DDO and a DDR, looks like doubling in United States on and possibly in liberty, would the lack of letters on the reverse be a weak strike or would it be wear?
The weakness of the words "STATES of" is due to the design element on the obverse (Lincoln's lower bust area) It is so large, it takes up more metal to form and not leaving enough for the reverse design elements to strike up properly. Notice how the very top of the letters did strike up properly - that area falls in the area between Lincoln's bust bottom edge and the rim and thus has the material to form properly.
