I guess that guy back in 1977 in charge of mint marks was being one of the pioneers of "Quiet Quitting". It looks like a why bother mint mark.

Note the size of the devices? The devices are thinner looking, so the die was probably polished to remove die damage on the outer part of the die. (the fields) When this happens, the reduction makes the devices thinner. Looks like what you are looking at on the top of the '7' is probably coin contact. Not a doubled die. Not Machine Doubling. (other devices would show the same affected direction) This looks like coin contact on that area of this coin. Just a spender unless you are saving copper coins.

I think that OP was commenting on the lackadaisical positioning of the mint mark.
