The gash near the mint mark I'm fairly sure is PMD but there is a row of 4 indentations coming from the ponytail. If you believe that they're PMD , How do I the difference from something getting struck with the coin and just not being retained ?

Looks like a edge hit and the damage was caused by the reeds on the outside edge of another coin:

They are too broad to be PMD reeds. I held another quarter to it and don't see how that could be what happened.
