I picked up this item approximately 20 years ago as part of a collection for the price of a silver round. I've never been able to find out any information about it. It's definitely a proof silver medal or commemorative of some type. Pics are not my own - from a website selling one for about 43 €. Also saw that one sold at auction for 20 € in 2020.
Many thanks for your attention!

"In 1996, the city of Innsbruck added a small museum, the Maximilianeum, to the second floor of the municipal building that's attached to the Goldenes Dachl. Inside you'll find exhibits that celebrate the life and accomplishments of this Innsbruck-based Hapsburg emperor who bridged the gap between the Middle Ages and the Northern Renaissance. Look for costumes, silver chalices and coins, portraits, and a video that depicts his era and personality." https://www.frommers.com/destinatio...aximilianeum
