I pulled this 2019 P Lowell Quarter out of a roll today as well. I noticed the blobs on the lady's head on the reverse first of all and then a few more spots. The obverse has what look like post-mint dings to me, but I wanted to see what you guys thought about it overall. Thanks.

The reverse looks like it may be some sort of strike-thru on her head. The obverse looks like PMD.

OBV is PMD. Cuds always include the rim. On her head looks like PMD to me.

Obverse - you are correct, just PMD
REverse - looks like trrike through a substance of some sort (like gritty grease maybe)

Obverse is all post mint damage.

Appears the lady portrait head on the reverse was struck through something - the shallow granular texture surface depression is not the result of a circulation hit.

Kinda looks like a concrete impression, like a pavement coin.
