I have some confusion how to identify 32 from 33. Is this one a 32?

I would say it is PE-10-32. The die-cut on the mizzen-sail is there but PE-10-33 would have a hump on the R of commerce and I'm not seeing that.

But these tokens can be quite hard to determine so maybe others can have a good look as well

I agree, it's Lees 32. Other differences in the die markers:

Lees 32 has the "cut knob &" vs. Lees 33 has the "round knob &"
Lees 32 has a nicked 1st E in COMMERCE on the left just below the top cross bar
Lees 33 has a nicked L in COLONIES on the right just below the cross bar and another on the left above the bottom serif
