Damaged coin. The weight will be slightly less than normal. It was a normal strike coin and the outer edge was altered and filed down. Just a spender cull coin now.

I would agree with Dearborn's description. It's another tortured coin.
Also, that is a cool perch under it. Pretty small gear!

Just to clear up the weight issue, I calibrate my scale with a 100g weight often and I checked multiple examples to be sure. I an with everyone on the PMD, just wanted to set aside any doubt that my scales were wrong. Thanks again everyone for the help

Well coins are not weight post strike. (Except for gold coins) there is a tolerance for coins:

+ and - tolerance weights are below the chart.

I see what you are saying for sure, I definitely didn't mean anything by my reply, it just had me intrigued because at 3.24g, it is right at the threshold according to the chart and since it has been shaved/cut or whatever the case may be, it seems like it would have been underweight instead of over. I just wish I could have come across it before it was tampered with to see what it weighed originally.
