this note has something trapped under the blue strip in area where there supposed to be a gap in the strip. anyone seen this before

Yes. I've seen several threads featuring damage to an area that includes the security strip. It's always hard to tell whether the trauma occurred at the BEP or afterwards.

the blue strip isn't damaged. neither is the bill. It's got what looks like fabric trapped under it.

It looks like a piece of paper to me. How exactly would fabric get underneath it ?

not sure. but there isn't even supposed be blue strip in that spot. its a gap on all other notes.

Sounds like you solved your own mystery.
The gap you speak of is created by the strip being "woven" into the paper.
