NGC Re-Holder Questions

I just purchased a 1808/7 capped bust half in EF-45 in an NGC holder (online purchase). The coin looks really from what I can tell but the NGC holder has so many scratches it's hard to really get a good look. I haven't sent a coin in for certification since the mid nineties. How do I send it in for a new holder and what is the cost?

If you do only have it put into a new holder, spring for the scratch resistant one. You can also try and remove the scratches yourself with some plastic lens polish.

I've tried several polishes on slabs. They only helped with minor scratches. There's a few YouTube videos about removing scratches from slabs.
