I can't judge the obverse from those fuzzy photos. The reverse shows environmental staining like it was buried with two significant rim hits.

Looks like the coin was heavily damaged. By looking at the reverse, you can see that it was held still in a vise (see the flat spots opposite each other).
then somebody "went to town" on this coin - maybe with the light touch with an electric engraver pen.
But the image weirdly shows some kind of doubling.

Not sure what happened but it didn't happen during the striking of the coin so it is damage of some sort.
