Always show a complete photo of both sides along with the closeup when requiring assistance.
This can sometimes be important. In this case it is hard to tell what we are even looking at.

This appears its on the upper right side between the george image and the serial? Is it a 2017 series $1 perhaps? A lot of the 2017s around Washington's portrait have all kinds of minor bleeding or ink smears I've found, and on both sides also. With the expansion of sheets of now 50 notes it seems the cameras they use now cannot catch all details also with the churning out of more notes boundaries for what is permissible are now different but in any case this one would be considered minor. Maybe SteveinTampa has some other input. Sometimes you will also see vertical lines that are from teller stamps that missed and hit the bill.

My first thought was the security strip...probably not though.

Last I checked the BEP doesn't put security strips in $1 notes.

Agree with datadragon. Even if this happened in the printing process, it's minor. Whatever it is, it's so thin that it kind of looks like a knife/razor score.
