Hi guys I would like to know if this two coins have something different like top coin look normal but low coins look like brush it? Please what you guys see?

Looks like someone cleaned the lower coin with something abrasive.

I agree. Looks like it was scrubbed by a left-hander.

Overkill on the photos.
One good photo of each is sufficient.

Both coins looked the same when they left the mint.
The bottom quarter has somehow been altered by cleaning or exposure.
