ok on this 1969 S cent this would be considered to be a center and is it fair enough of to make it collectible and how much off is it if it is

It seems to be a misaligned die, not off-center. I don't think there is any numismatic premium for this coin.
Inordinately fascinated by bits of metal with strange markings and figures

Agreed - very minor MAD. At this level these are common to find and carry no numismatic premium.

When the MAD is significant enough to cut off some of the perimeter legends then these become a collectable coin.
