Not my coin trying to find information out for a friend posted it on Facebook to me it looks like the jacketing of a Lincoln Cent came off and was punched onto another planchette

Not an error it looks like glue, or something is "on" the coin.

Thanks guys good thing I'm a new at this that way I don't feel so dumb now that you say lacquer or glue it is very apparent that that's the case thanks again

Agreed - there is a substance placed onto the coins surface which has dried into that crinkly pattern. A soak in acetone should remove it.
