2017A $100 Dollar Bill Security Strip Error Maybe? So I Haven't Ever Come Across Something Like T

So I went to the bank and I had gotten some big bills than I got home and went through them and I came across a 100 bill with what looks like when the security strip , that blue line starting at the very top of it, it looks like something cut it or tore/ripped/ not sure because it looks like you canfold the flaps back there isn't any of the blue security strip that covers the outer layer topmost layer of the bill and what would this be called?

So if you were to fold the pieces back down you would see there's that blue strip doesn't lay over the top of the flaps but rather underneath so could that be the bill was damaged and the mint put the security strip over the defect? Or wouldn't that blue strip also be over the top of the flaps and not underneath if
it was normal?

I did read it, so itcould be a tear from when the stripe was getting woven in? so how would someone figure out if is a mint defect or if it would provide a premium?

I would kinda file it in the Who Cares column.
And, our paper money is produced by the Bureau of Engraving and Printing, not the Mint.
