Does any one know what is going on with this coin on the left. 2005 California State Quarter weight is 5.3 grams looks odd the surface almost appears to be silver or a different type of metal?

Environmental staining/toning/ chemical post mint damage. Discolourizing has destroyed any numismatic value. Damage not an error.

Possibly an early stage Dryer Coin but it doesn't really
matter what the cause, damage is damage.

Yes, agree with post-strike damage. Coin didn't leave the striking chamber in that condition.
