So I came across this full step 1990s and I got out of a bankroll and I'll be honest it's the first Jefferson nickel that I've come across that had steps this defined, could just be a value or a spender?

It is an impaired proof and proofs are meant to have FS. So,it is a spender unless you collect impaired proofs.
