Unfortunately this is not an error. It's a mixture of two types of post-mint damage. It appears that is was squeezed in a vise with other coins, leaving the mirror image on the reverse.The obverse appears to have been filed or subjected to some sort of mistreatment by a power tool such as a grinder.
Inordinately fascinated by bits of metal with strange markings and figures

@khal, first welcome to CCF. Second, there is not a zinc core so this cent must have been minted at the start of the 1980s. That other stuff is all damage though as noted by @hondo.
