There maybe a split on the upper serif making it a RPM. (Closer view would confirm this) But the lower are is a contact mark, not a RPM. If you look at the '1' you can also see the same contact mark that damaged that area of the coin. But mintmarks are not double struck. They are added to the die with a mintmark punch until 1990, then they were part of the design. If it was double struck then all the other devices would also be showing the double strike on all devices. The RPM are extra mintmark punch marks to the die. A RPM will show a split on the corners of the serifs on the mintmark or a double mintmark see on that area.



Note they are listed as directions or types of affected serifs. Split serifs or rotated mintmarks, but a RPM will show two mintmark punch marks on that area. Enlarged mintmarks are not RPMs. There needs to be seen two punches, in order to be a RPM.
