1984 Lincoln Cent What's Going On?

Looked up some things on this but not sure where this one stands. There is something going on around the head where the hair and the ear are. It does not look like the doubled ear that I am seeing other pictures of but it does not look normal either. Also the lettering around the edge has a line going through it on the obverse side and the reverse has it even worse. I'm not sure what it would be called if anything or if it is worth anything either. Can someone give me a hand with this one? Thanks y'all!

The "line" is " Ridge Ring"
I am not seeing anything odd about the ear.
