Looks like the common issue with the lack of planchet material. The movement, can be weak if the weight is slightly under. Not a Struck Through Grease error. The most of the metal was needed on the obverse to form the bust. Grease strikes are different looking on this area:
1992-D-Cent-On-The-Reverse-Is-The-Word-United-Stars-Are-They-Doubled
If you have a scale, it would be nice to see what the weight is on your coin? If not, that's okay also.
