All the affected areas are showing reduction of the devices. On the doubled dies, the devices are larger, not reduced in size:

Always look for the spread on the devices. Those are the doubled dies. Machine Doubling is a reduction of the devices.

Coop.I have many pennies with the outside devises being ok and the memorial looks blurry. Is the cause similar to this?
