Is This 1940 S Lincoln Cent Repunched Mint Mark / RPM A New Discovery OMM ?

Can you guys tell me what's going on here? And for future reference because I don't know exactly how it works but if the mint marks are different styles does that qualify as omm? The circulation flattening on the MM is certainly going to pose issues in attributing this one. Words of encouragement are one of the major food groups.
