1983-D LMC With Weak Strike And Extra (Plating?) Idk.

So I've seen this before, but not to this extreme. Both sides have a weak strike. And at the top of each letter in America, is an extra layer of (plating or Cud?) on top of the lettering. Obverse is the same, but the extra (plating?) doesn't lap over any lettes, only runs around the rim, as well as the reverse. Well, have a look for yourself, just not sure what the issue is, or if it's just die deteriorated. Please help, its making my head spin lol. Sorry about pic quality, still working on that.

First, check the glossary left side of page about Cud. Weigh it,no extra metal. Looks like a Struck Through Grease and DDD. Rims look full so not a weak strike either.
