Are you referring to a company that professionally grades coins or are you referring to a grading style like the 1-70 Sheldon scale used in the US for grading coins?

I hear that there's a place in China that is making nice "duplicate" PCGS slabs.....

Yes, and it's detailed pretty well in Krause.

And about TPGs like in the US, I don't think so. If you want it to be authenticated, you go to a university.
