Is this a missing clad layer quarter or something woth the plating? It weighs 5.5 grams. Thanks for any help.

It appears to be just environmental staining.A pic of the edge and an accurate weight would help to solve this mystery.

Not missing a clad layer, just environmental toning.
If it was missing a layer, it would copper coloured with a weaker strike and lighter.
