the devices (the design elements) have been flattened out while in circulation. Just normal wear and tear, which we call PMD or Post Mint Damage

being hit by other coins countless times tends to squash and flatten the higher elements, like lettering

Bill, these are unusual, look to be raised and quite distinct but would have to agree, that they are some sort of damage, more than likely.

Guys I agree that there is some kind of damage here, but I want to believe that it was done before the coin left the mint. Why, the features are at or below the same level as IN GOD WE TRUST, looks to have the same amount of wear and it looks as through some of the markings are from an edge of another quarter. Most PMD that I have seen is in the form of scratches.
