What you state IT IS NOT. The only thing you can have, but I can not discern now by the photos could be the MM. Please take a close of the MM and I will state what it is.

From the images you provided, it looks like a normal quarter. The distorted mintmark on the V.V. site is Machine Doubling:
http://www.varietyvista.com/09b%20W...4DDDO003.htm
Machine Doubling is never part of a doubled die. Only hub doubling on the die, can create a doubled die coin. Always on the site, look at the Description:box:

Quote:
Description: Light spread on IN GOD WE TRUST and 196 of date.

That is the doubled devices. Those are what you match up to see if you have a doubled die or not. If you are looking at other devices on this listings, then they will all be normal devices. Just the description devices will show the doubling. So comparing any other devices than these listed ones, will be normal. That is all I seeing on your coin. Note on the V.V. images, the dates digits are the only one really showing hub doubling. Look at those areas to see the doubled dies.

What COOP say is true. The VV post double die LOL?!!!? HUB DOUBLING. is not same. Your coin seem to has something on Mint Mark. Yuo try a close photo but not work for now, try again. Could be an RPM. VV it is not the best for Quarters, but a good refference.

Machine Doubling is seen on the last two images. Note the inside/outside edges are not where a doubled die is found. It is on the center areas of the design:

Note the spread that is enlarged on the centers of the devices. On your coin, the devices are not enlarged, but reduced by Machine Doubling.

Note on this example, there is the common Machine Doubling seen on some devices, but on other devices they are showing hub doubling.
Only a coin struck with a doubled die, is a doubled die coin. Machine Doubling is a striking issue and can happen on normal and on doubled dies. But only the areas showing spread are the doubled die areas. To know where to look for these descriptions are on the "Description boxes."

Quote:

1964-D DDO-001
Description
: Medium spread on IN GOD WE TRUST.

1964-D DDO-002
Description
: Light spread on LIBERTY as notched serifs.

1964-D DDO-003
Description
: Light spread on IN GOD WE TRUST and 196 of date.

1964-D DDO-004
Description
: Medium spread on IN GOD WE TRUST.

These must match up to the listings with all the described hub doubling. ( Machine Doubling is not part of the doubled die)
