Here's another one that didn't make the keeper pile, but certainly a very nice-looking coin. The only part of the design that is cut off seems to be the E of E PLURIBUS, but that should be enough to call it off center and not broadstruck.

A really nice example.

Is it the lighting on the reverse or was the reverse die tilted when it was struck?
Words of encouragement are one of the major food groups.

I recall Mike Diamond weighing in on another of your 'close call' broadstruck coins that it was indeed an off-center. IMO the same logic applies here with the E.

I don't think the die was tilted, although the coin does have some decent cupping going on.
