I don't think this is a RPM. Why? If it were, then the inside of the top loop on the inside would also be affected. Also the overall size of the mintmark is reduced, not enlarged showing a double punch on the mintmark. http://www.varietyvista.com/09b%20W...201963-D.htm I see contact marks on the tops of the mintmark and MD on the bottom edge of the mintmark. Thus seeing the bottoms of the devices on that area will show us more.
