Just die scratches on the bays. They were above and below the building, but have flattened first in the open fields. These will remain longer being inside of the columns on the design. Note on the DDR's the design copies the hub design:

Note the design shows as a single line wider than a die scratch would look like. Also on the 1999 cents the DDR's are on the center bay on each side of the statue.

So we are seeing die scratches from a hard polishing event, probably trying to remove a die clash, in order to rescue that die to be continued to be used.
