This is a Duit from the Dutch East India Company.

Most often coins with the VOC monogram are found with the date 1790 (correct me if this is wrong )

It is indeed a Dutch East India Company - duit. VOC means Vereenigde Oostindische Compagnie (= United East India Company in Dutch).
On the obverse it bears the shield of the province of Utrecht.
