UPDATE!
So today April 4 , crossed the border again with another NGC submission
return . Had all my " Ducks in a Row " as far as documentation
goes for CBSA . Went to the agent , she took a quick look at my
NGC invoice , asked to see a few of the coins .
Looked at me , smiled and said " Have a great day! "
I have not heard back on my formal appeal of the previous weeks debacle .
Clearly a written ruling on Coin Grading , expertise, on the return of
Ones coins to Canada from the USA is in order . The Harmonized Tariff
Classification is just not anywhere to be found based on my research .

On Six separate visits to the States I purchased coins and returned to Toronto.

Three times the customs officer did not charge me any tax as they deemed the coins (they were all Canadian coins) 'legal tender' so no tax was charged.

Other three times, they deemed them 'collectibles', so I was dinged with the HST.

I didn't have the patience nor the 'fight' in me to dispute it at the time as I wnyed to get back on the road and get home.

Pacificoin, Might I suggest this HS# for future use: 9705.29.0000, Collections and collectors' pieces of numismatic interest:
There should be no charges on your coins this way.

Thanks for your help , but does not really deal with
the issue as initially described .
Sent an appeal to CBSA , but will probably not hear for awhile
as there is a government strike on right now.
