Since this one has seen so much circulation I'd suggest a soak in acetone to see if anything comes off. (I think that is what you are seeing.)

some of the marks could be the result of clashed dies, but there's too much dirt or staining to be sure

I will try the acetone soak here in a short while. I'm 100% positive already that it's absolutely not anything foreign on the coin I have like 75 other photos from all different angles and lightenings that show the defects but didn't want to spam the post with 70 more photos

Almost looks like a lam to me, see what an overnight soak in acetone does

Hey just wanted to check if anyone had any ideas still? The last 5 photos above this comment were after about 12 hours in an acetone bath. Let me know if I need to try and upload with brighter light.

Thanks for the extra images after the soak. It's still too circulated for me to tell if anything is going on. There are plenty of recessed pock marks (from PSD) all over the coin which is going to count against it being an error in the overall assessment. The area around the ear looks recessed which could be acid or other caustic substance eroding the metal. I can't think of what might cause this from the minting process. IMHO, the images just aren't clear enough to attribute this to anything but being PSD.
