Can't be missing clad as there are no clad Canadian coins.
Cladding and plating are two entirely different things where coins are concerned.
"Dipping" is not considered cleaning...

I would have thought finding the same quarter from 2018 would have something to do with the mint how is it the same year coin? With the same damage on it don't make to much sense

It just means that the mint had problems with the cladding/plating process. It could be any date. This is just a coincidence with 2 of the same date, but I would imagine that there are thousands out there that look the same.
