1995-P Lincoln Memorial Cent Question

as I am checking through approximately 180 or so, 1995P cents, I ran across 6 similar to the top three in the posted image. on all six the bottom of the "S" in states and the bottom of the "OF" all have a haze finish - different that the rest of the coin, and the letters look almost "shaved" nearly level with the field. the hazy finish extends down through "ibus" and "unum", and onto the top of the memorial. the last coin in the post - is the way the other "98%" look. is the die wear, error, or damage? due the the nearly BU condition of the coins I suspect damage is NOT the cause. whats up with these coins. thanks.

Looks like possible Struck Through Grease.

Also check for the Doubled Die Obverse. Not a very rare DD, but looks very dramatic!
