It looks like it has something on the surface, try soaking in pure acetone,
not nail polish remover overnight and see if it comes of.
That is the regular 9 variety so there is not much value to it in that condition in any case.

ok...thanks...I'll get it back into circulation...I don't have any acetone...I'm kind of a purest, so I'll put it back in a roll or a tip jar
