The waffling on the rims is very common for the last 10 years or so (I believe about the same time they switched to steel cores).
Before that they used to be "mint" (pun intended), now IMHO, they look cheap.

Don't know about black Toonies, but I found this one Toonie from 2022 that is just like all other Toonies (as in not black). Don't know if it is rare or just counterfeit.
