The coin from the year 1983 looks like it has a kind of "double edge" below the head. I come from Germany and unfortunately could not find anything about it on the Internet. Is this a known error?

What is the value?

What does the other side look like? From what I see, it can be one of 2 things.
1. an off center strike - but not enough to put a premium on it, OR,
2. a MAD Strike - Mis-Aligned Die, a strike that only one side is not centered. But we need to see the other side to tell the difference.

But neither will increase the value of it.

We need to see both sides of the coin to be sure. @Dearborn is on the proper track.
