I found a 2023 D Bessie Coleman quarter with what appears to be die chips on her face. Specifically underneath her right eye. But, being inexperienced in identifying the cause of such an anomaly I'm not sure what it is. Please help me with understanding whatever error or damage it is.

Those look like Reed Marks from another coin which hit your quarter and caused those dents.

to the CCF and Reed Marks. As a side note, if they were die chips. that is not an error. They are called die events. Just something that happens to the die throughout it's life.
