Came across this quarter. Need some qualified opinions of what's going on. I expect to see the Dryer Coin answer but to that I say , if it is a Dryer Coin, how did it leave the rim sharp and defined. I would think that it would have beaten up the whole coin and not just the faces and edge.

Not necessarily damaged deliberately. We can't determine motive here--just whether it is damage or a mint error.
