I am new to this so any help would be great. It seems to me that this coin has an error but I do not know what type it would be or if it actually is.

*** Edited by Staff to Add Year / Mintmark / Denomination to Title. It's very important to have in the title. ***

Looks like a spot of glue.
Try soaking it in pure acetone, see if it comes off.

That looks like a drop of glue or other residue on it.
A nice long soak in pure Acetone could help to remove it. (Do not use fingernail polish remover, as it has impurities in it and will ruin a coin.)

It is not raised. It is sunken.

@agj, first welcome to CCF. Second, as best practice is to only start one thread per coin, I have merged your duplicate thread with the original one here.

I wonder if your quarter wasn't struck through something hard, like a flake of metal, which subsequently fell off of this planchet.

Look like a minor struck thru error.
