Looks like PL66 to me, but the toning could be hiding a lot. Pretty hard to grade if it's not in hand. Also looks like it has at least some cameo but the degree is also hard to determine.

Unless it was a weak strike, I see wear on the temple hair and the bun below/after the ear, as well on at elast 2 laurel leaves. I don't think that it would approach 65 or 66.
