Unusual Heaven/Hell Note

Bought this ritual note recently. I've finally discovered another example elsewhere online but I have questions! It's very unlike typical notes of this type and oddly carries a 1915 date (I don't believe it). I would have thought it was post WWII? But perhaps it is far older?

It depicts the god of 'hell' (King Yang/Enma) in judgement, and people being led off to paradise(?), plus the Buddhist auspicious symbols.

Hong Kong, China, Taiwan, ?

Any ideas as to origin or age? (I'm not hopeful, but it's interesting anyway)
