Your holder says partial titled collar. On a brief check, a 2001 p north carolina (yours is New York and I think thats a Denver) partial tilted collar sold for 18, a 2002 mississippi partial tilted collar sold for 8.50 to give you a general idea but they are relatively common. Slight off center strike. We need to see the edge to know if it were a partial collar. or not.
