Can anyone help me figure out what year this penny is and if this is damaged or minting errors ?

In 1982 some where made of copper, just like before 1982, some 1982 to present are made of zinc core which in a changed environment they will rot to dust given time. That is what is happening to your coin.

to the CCF and zinc rot. At one time it might have been a grease filled 9, but now with so much rot it's just a damaged coin.

Lots of zinc rot and damage, But A Grease Filled Die on the date.
And a possible strikethrough thread/hair on the bust to the date.
