Peace Dollar - Bust Touching "9"

I was looking over my MS64 1923 Peace dollar, and just noticed that the lower tip of the bust is actually on top of the "9" in 1923. I looked over a few stock photos on line and they all have the same trait. Why would the designer do that?

Artistic license. Why did Barber and MacNeil allow the ends of the wing feathers overlap letters of the legend? Because they liked the way it looked.
