The stretch marks on the reverse side is due to a worn die issue. The obverse looks like a minor MAD.

Correct! what you see is what we call 'Radial Flow lines', they result from a worn die - one that has stretched from the pressure used to create these coins. So, yes, calling them stretch lines is mostly correct.
