I also agree,

1996 - No
1998 - Yes

This thread gives you another easy diagnostic to look for and that is the spacing of the lower parts of the A, M and E.

'fraid not on the 1996. The one I had a little while ago was actually comprised of 2 different coins glued together. Lots of discussion about it.
