If it's "junk" silver and you want it shiny, why not.
Anything else loses value with a cleaning. However, certain stuff(like tape residue, etc) should be cleaned off with acetone as described in numerous threads on this site.
I think cleaning a naturally tarnished coin would be frowned upon by most(if not all) collectors... and diminish the value. But they are your coins and it's still a free country.
